Latest update on UK participation in EU funding programmes

The UK government recently published an updated note on UK participation in the EU research funding programme, Horizon 2020. The update includes details on the current negotiation status on future UK participation as part of Brexit discussions, as well as confirmation of the recently announced extension of the Underwrite Guarantee for UK participants in the event of a ‘no deal’ outcome.

The updated note follows previous updates issued following the EU referendum and outlines the current position in relation to the proposed Withdrawal Agreement between the UK and EU, the UK government’s Underwrite Guarantee (including the newly announced Post-EU Exit Guarantee Extension), and the UK government’s aspirations for UK participation in Horizon 2020’s successor programme, Horizon Europe (2021-2027).

Withdrawal Agreement

The note outlines the position in the draft of the Withdrawal Agreement between the UK and EU that UK participants in on-going EU funded projects will continue to receive an uninterrupted flow of EU funding for the lifetime of the project. Furthermore, it envisages that UK participants will be eligible to bid for Horizon 2020 funding for the duration of the programme, including after the UK’s withdrawal from the EU, as both partners and in coordinating consortia.

Underwrite Guarantee

As previously announced in August 2016, the UK government is committed to underwriting all bids for EU funding submitted by UK participants whilst the UK remains a member of the EU. The underwrite covers both on-going projects and all bids submitted prior to the date the UK leaves the EU (29 March 2019) but for which the outcome is not known by that date. This includes Stage 1 bids that have been submitted for calls operating a two-stage process, where the Stage 2 deadline falls after the exit date. Operation of the Underwrite Guarantee would only be necessary in a scenario in which the Withdrawal Agreement is not signed (i.e. a ‘no deal’ outcome).

On 24 July, the government announced an extension to the Underwrite Guarantee (the ‘Post EU Exit Guarantee Extension’). The extension means that the government is now committed to funding UK participants on all successful collaborative Horizon 2020 bids made after exit day and until the end of Horizon 2020, thus including all bids submitted both before and after the date the UK leaves the EU.

The extension to the guarantee means that, in a no deal scenario, UK participants will be able to continue to apply to Horizon 2020 calls open to third country participants (which the UK will be at that point), safe in the knowledge that their participation will be funded for the lifetime of the project, even if this extends beyond 2020.

UK participation in Horizon Europe

The note also sets out the government’s aspirations for UK participation in the successor programme to Horizon 2020 – Horizon Europe – which will run from 2021-2027. In the recently published white paper on the UK’s future relationship with the EU, the government set out that it would like to explore association to Horizon Europe and other European science and innovation programmes. Such association – in the government’s view – would involve an appropriate UK financial contribution linked to a suitable level of influence in line with the contribution and benefits the UK brings to such programmes.

INTERNAL RESEARCH SUPPORT FUNDS 2017/18: Special Call for Applications

We are inviting high quality applications to a special call of the internal research support fund. A condition of this call is that awards must be spent by 31 July 2018. The form can be found on Research development website, here.

Form and Guidance Notes

Overview

This form enables you to apply for internal research funding, which supports a range of activity based on the following criteria:

  • Sustainability of research, e.g. demonstrably leading to further research bids, collaborative projects, significant publications, or access to new research funds;
  • The contribution that the application will make to the research strategy of both the Research Centre / School and wider University;
  • Evidence of the applicant’s research and career ambitions.

What can be Funded?

The Research Support Fund will support a range of research-related activity such as participation at conferences of international standing, the preparation of large-scale bids (in general over £150,000, depending on the discipline) for external research funding, or lead to outputs of REFable quality. It will cover direct costs such as travel and accommodation, teaching time buy-out and research assistance, and conducting preparatory research trials. Under normal circumstances 50% matched funding must be evidenced, either from internal or external sources (above 50% matched funding will be at the discretion of the review panel, except for conference participation). There are limit to what funds are available and conference participation will be capped at £750 and for other activity such as bidding development or a pilot project a maximum of £3,000. There is no set format for your visit or project and examples of activity that could be funded include:

  •  Undertaking small-scale or pilot projects that will lead to the submission of larger research bids.
  • Presenting at conferences or similar events that are of international standing.
  • Research at archives and libraries (or other similar institutions), both UK and overseas.
  • Projects incorporating a research mobility component and leading to a research bid or output.
  • Specialised equipment (that is non-standard to what the University provides).
  • Small-scale buy-out of teaching.
  • Research assistance.

Please provide sufficient information in your application to allow the panel team to fully consider your application. All applications will be scored and ranked based on scientific, strategic merit and value for money. Applications that contain insufficient detail are unlikely to be funded.

How to Apply

The deadline for this Special Call is Wednesday 25 April 2018.

In line with financial regulations, all awarded funds must be spent by 31 July 2018. You will be notified of the outcome within 2 weeks of these deadlines. Applications should be completed on the attached form and emailed to Deborah Woodman, R&E Development Officer via RI-internalfunding@salford.ac.uk.

Successful applications

All applicants will be notified within 2 weeks from the call deadline date on the outcome of their application. All successful applicants will be required to submit a short report on the final outcome(s) from receiving internal funding, which should be submitted to:

Update on UK participation in EU funding programmes

Given the on-going uncertainty and widespread misapprehensions about the eligibility of UK-based applicants to participate in EU research and higher education funding programmes, Universities UK (UUK) have issued a briefing note summarising the current position.

The key message is that, despite the UK’s decision to leave the EU, nothing has changed in terms of the UK’s status in EU programmes including Horizon 2020 and Erasmus+. UK-based applicants are therefore encouraged to continue to work with collaborators across the EU in developing applications for funding under both programmes.

The agreement on Phase One of the negotiations for the UK’s exit from the EU – announced in December 2017 – clarifies that the UK will continue to pay into the EU budget up until the end of the current budget period in 2020 and therefore there will be no change in the UK’s status in relation to these programmes until 2021 at the earliest.

Even in the event of a “no-deal” scenario at the end of the second phase of negotiations, the UK Government has committed to underwrite UK participants on all successful bids made by UK applicants to Horizon 2020 (and all Erasmus+ grant agreements signed) while the UK remains in the EU.

Horizon 2020: Opportunities for the Socio-economic Sciences and Humanities

UKRO have today released the following notice regarding H2020 and the social sciences and humanities:

Net4Society, the network of National Contact Points for Societal Challenge 6, has published a document entitled “Opportunities for Researchers from the Socio-economic Sciences and Humanities (SSH) in Horizon 2020“. The document lists the current funding opportunities with relevance to socio-economic sciences and humanities in the ‘Societal Challenges’, ‘Industrial Leadership’ and ‘Excellent Science’ parts of Horizon 2020.

This publication is designed to help applicants to find SSH-related topics across the different parts of Horizon 2020 in the 2018-2020 Work Programme.

Horizon 2020 Work Programme 2018-2020

The Horizon 2020 Work Programme for 2018-2020, covering the final three years of the EU’s current research & innovation funding programme, was officially announced at the end of October. The Work Programme contains details of all of the proposed calls across all three pillars of Horizon 2020.

The list of calls announced runs in the hundreds and therefore can seem to be overwhelming to navigate. In this post therefore, we wanted to provide a brief overview of the structure of the Work Programme, a selection of some of the calls that may be of particular interest to Salford academics, along with details of where to go to find out more and to search through all of the available opportunities.

Horizon 2020 Structure

The Horizon 2020 programme is structured into three main ‘pillars’ (Excellent Science, Industrial Leadership and Societal Challenges). Each of these pillars focuses on a different type of research & innovation action: bottom-up, curiosity-driven research (Excellent Science); applied and close-to-market research & innovation actions with an industry focus (Industrial Leadership); challenge-driven collaborative research & innovation actions addressing some of the grand themes affecting both the EU and the wider world (Societal Challenges). Within each pillar there are sub-categories, all of which have their own part of the Work Programme.

 

Brexit and UK applicants’ eligibility to receive funding

We understand that some confusion may still exist about UK applicants’ eligibility to apply for and receive funding from Horizon 2020 in light of the Brexit process. The key message at the moment, both from the UK Government and the European Commission, is that the status of the UK as an EU Member State will not change until such time as the UK actually leaves the EU and that UK participants should continue applying for Horizon 2020 and other competitive EU funds.

Furthermore, the UK Government has issued a statement guaranteeing funding for UK applicants on proposals that submitted up until the date on which the UK formally leaves the EU (even those for which the outcome is not known at that date).

ERC Consolidator Grant and UKRO Information/Writing events

26 September 2016

The 2017 call for ERC Consolidator Grants is expected to open on 20 October 20116 and close on 9 February 2017.

The grants are aimed at researchers with 7-12 years post-PhD experience, and are designed to support the development independent research leaders. Grants are worth up to €2m over 5 years. Applicants should have an appropriate track record of research and publishing.

UKRO is hosting two information/grant writing events in the run up to the call.  The first is at the University of Glasgow on 26 October, the second is yet to be announced and will be in London.

Newton Fund calls for international activities

The Newton Fund has three new calls open, all with a deadline of 4pm GMT on 27th June.

All proposals should address one of the following challenge areas in order to meet the Overseas Development Assistance criteria: Agriculture, Climate and environment, Sustainable energy for all, Education research and innovation for development, Economic growth, Health,  Water and sanitation, Food and nutrition,  Demographic change and migration,  Rural and urban development,  Infrastructure,  Humanitarian disasters and emergencies, disaster risk reduction,  Resilient and connected communities,  Governance, society and conflict, Development-relevant data collection, quality and access.

However, each partner country has its own specific thematic priorities that can be found in the guidelines (links below).

Institutional Links

Institutional Links grants are designed to support the development of sustainable links between research groups in the UK and overseas through awards of between £50,000 and £350,000.

Partners are eligible from the following countries: Brazil, Egypt, Indonesia, Kazakhstan, Philippines, Thailand (Mexico‘s participation will be confirmed by the end of April 2016).

Marie Skłodowska-Curie Actions Individual Fellowships call now open

Marie Skłodowska-Curie Actions Individual Fellowships is the EU’s flagship fellowship scheme, as part of the Horizon 2020 programme. Open to all fields of research, applications are welcomed from postdoctoral researchers, with no upper limit on career stage. Fellowships can last between 12-24 months and the Fellow must move from any other country to their chosen host institution to take up the Fellowship.

Fellowships can be based either entirely within the EU (‘European Fellowship’) or include a period in a third country followed by a return phase in a European host institution (‘Global Fellowship’).

Features

Individual Fellowships have the following features:

  • Available in all fields of research, with no set priorities
  • Can last for 12-24 months and in most cases should be 100% research-focused
  • Fellows must move to the host institution from any other country (‘mobility rule’)
  • Fellow must be post-doctoral (or equivalent experience); there are no age or career stage restrictions
  • The track record of the proposed Fellow is an important consideration
  • Two types of Fellowship are available: European Fellowships or Global Fellowships
  • Applications are welcomed from those wishing to return and reintegrate into Europe who have previously worked here, or who wish to restart a research career.

Structure

Fellowships should be based on ‘training-through-research’, with a clearly defined research project and appropriate training/career development activities. Applicants are encouraged to include a secondment phase in the non-academic sector within the proposed fellowship. Inclusion of relevant public engagement activities is also important.

Funding

Funding is provided to cover the Fellows’ salary, a research and training budget, and management costs, based on fixed unit costs.

Application Process

Applications are made jointly by the researcher and a named supervisor at the proposed host institution. It is a single-stage application process, with a max. 10 page main proposal covering Scientific Excellence, Impact and Implementation.

Submission deadline: 14 September 2016

Expected start date: 8 months from submission (i.e. May 2017)

Santander Funding – latest round

Funding Opportunity: Intra-Africa Academic Mobility Scheme 2016

The European Commission Education, Audiovisual and Culture Executive agency (ECEA) recently announced a call for proposals for its Intra-Africa Academic Mobility Scheme.

The scheme offers up to 5 years funding for projects that:

…promote sustainable development and ultimately contribute to poverty reduction by increasing the availability of trained and qualified high-level professional manpower in Africa […]  The programme’s specific objective is to improve the skills and competences of students and staff through enhanced intra-African mobility. Strengthening cooperation between Higher Education Institutions (HEIs) in Africa will increase access to quality education and will encourage and enable African students to undertake postgraduate studies in the African continent. Furthermore, mobility of staff (academic and administrative) will enhance the international cooperation capacity of HEIs in Africa.

Target fields of study include:

  • Agriculture and Food Security
  • Engineering including Infrastructure and Energy
  • Education Sciences
  • Health Sciences
  • Marine Sciences and the Blue Economy
  • Social Sciences and Governance

Consortia will consist of African HEIs with a technical partner from an EU country.
